IndiaAI GPU Subsidy: What It Really Costs

The IndiaAI Mission's compute pillar exists. Empanelment exists. Subsidy requests exist. What does not exist is a blog-safe rupee-per-hour or a percentage you can paste into a finance note. Open the live RFE. Then cost everything the subsidy will not touch.

A founder walked into a State IT meeting with a slide that said IndiaAI makes GPUs 40 percent cheaper, so the department should drop on-prem. A secretary asked for the order. The founder opened a screenshot from a month he could not name. The empanelled list on the screenshot was already stale. The finance controller asked whether air-gapped land records would go to that cloud. The meeting ended without a number, which was the first honest hour of the project.

This starred guide is the file we wish every startup and every departmental note already contained. The IndiaAI Mission, the compute-capacity pillar, the empanelment of cloud GPU providers, and a subsidy path for eligible users are real. MeitY and IndiaAI publish them. The compute portal exists. Requests for empanelment and revised commercials have been issued more than once. Lists move.

We will not invent the current rupees per GPU-hour. We will not freeze a subsidy percentage in this article. Those figures, when they exist, live on indiaai.gov.in, on the compute portal, in the RFE or rate card dated the day you file, and in the approval letter that names your organisation. A blog that pastes a number is already lying to next month.

What is real, as of the day you must re-check

The IndiaAI Mission includes a compute-capacity pillar. Public pages on indiaai.gov.in describe empanelled AI cloud services and a path for eligible users — the published categories have included researchers, startups, MSMEs, academia and government entities, each with documents. A compute portal has taken requests against rate lists and has spoken about subsidy on approved projects. Cabinet and MeitY communications have discussed tens of thousands of GPUs onboarded across rounds. Those are institutional facts. Their quantities and commercials are time-stamped.

Empanelment is not a permanent licence. Rounds happen. Bidders are added. Commercials are revised. A 2025 list is a historical paper in a 2026 file. The method is: download today's PDF or portal export, hash it or print it with the date, put it in the note. Do not copy a journalist's table. Do not copy this article's memory.

Subsidy is not automatic. Public process language has distinguished auto-approval below certain hour thresholds from committee approval above them, and has said users bear costs beyond the subsidy. The thresholds and the fractions are live. If your deck needs a fraction, screenshot the portal on the filing day, not a conference reel.

What subsidy never pays, even when you get it

People. The product owner, the language markers, the DPO hours, the officers who sit UAT, the desk that takes LANG failures. IndiaAI does not hire your VLWs.

Integration. The SI who wires the MIS, the eOffice hop, the certificate PDF, the air-gap diode if you have one. A cheap GPU hour attached to an unfunded SI is a stranded hour.

Power, space and AMC if you still keep an on-prem pair for the classified remainder. Many departments will. The subsidy does not cancel the remainder.

Wait time. A committee calendar is a cost. If your citizen launch is in sixty days and the hour-approval sits behind a monthly window, the subsidy is not available in the only sense that matters.

Data-class fitness. Payment data, some legal holds, some cabinet papers, some exam items will not go to a multi-tenant cloud because a rate was kind. Sovereignty is not a discount band.

How to check empanelled providers without folklore

Open the IndiaAI compute-capacity page and any MeitY press note dated this quarter. Download the current empanelment or rate-list artefact. Confirm the legal name of the provider, the GPU SKUs, the region story they actually offer, and whether government-entity terms differ from startup terms.

Cross-check GeM only if your procurement path needs GeM. Empanelment on IndiaAI is not automatically a GeM bid. Do not invent a bridge.

Ask the provider three questions the portal will not answer for you: where do prompts go for abuse review; is there a path that never leaves India; what happens to traces when the subsidy hours end. Write the answers in the file. A cheap hour with a foreign review queue is not the product you briefed the minister on.

Founders and departments are not the same applicant

A DPIIT-recognised startup selling to a State is not the State. Your subsidy, if any, does not travel into the department's architecture by osmosis. If you need the department to bring its own IndiaAI hours, write that in the proposal. If you are padding margin on a public discount, say no such thing in a government meeting. They will eventually learn the rate card.

Departments should not be pitched 'free GPUs'. They should be pitched a split: workloads that can sit on empanelled cloud under a named approval, and workloads that cannot. Honesty here is how you still have a contract after the first security review.

These are the lines that stall the file. Answer them in the room, then put the answer in the note. A spoken answer without paper will be forgotten by the next officer.

Just tell us the current ₹/hour.

No. It would be wrong when you read this. Open the portal. If a salesperson quotes this article, they did not read it.

Government entities are automatically subsidised.

Eligibility is documented and category-specific on the live pages. Automatic is a word to distrust. Apply, or read the current rule, then file the letter.

Empanelled means MeitY certified the model for our use.

Empanelled means they may sell compute under that programme's terms. It is not an accreditation of your agent, your language eval, or your DPDP map.

We will use subsidy now and air-gap later.

Traces, prompts and fine-tunes from the cheap phase do not politely migrate. If later is the real architecture, do not pour production cases into the cheap phase.

One week to an IndiaAI paragraph that will not embarrass you

Do this before the next investor or secretary meeting, not after.

  1. Day 1: download today's IndiaAI compute page, any open RFE, and a portal screenshot of rates and subsidy rules. Date-stamp them.
  2. Day 2: write your user category and the documents you actually have. If you do not qualify, write that.
  3. Day 3: split workloads into may-use-cloud and must-not. DPO initials the split.
  4. Day 4: cost people, SI, wait time, and the on-prem remainder. Leave GPU unit rates as 'see annexure dated today'.
  5. Day 5: replace every percentage in your deck with a citation or a deletion.
  6. Day 6–7: if you will apply, apply. If you will not, stop talking as if you already have hours.

What we will not discount on a stage

If our on-prem number loses to a true, current, eligible subsidy on a data class that may leave the building, we should lose. Compete us on the file, not on folklore.

What is the current IndiaAI subsidy percentage?
We will not state one. Open indiaai.gov.in and the compute portal on the day you file. If a page says 'up to' a figure, that is not your approval letter.
What is the current rupee rate per GPU-hour?
We will not state one. Empanelled commercials differ by SKU and by round. File the live rate list.
Where do I see empanelled GPU providers?
Start at the IndiaAI compute-capacity hub and MeitY notices. Lists change across rounds. Date-stamp what you download. Do not rely on a news article's table.
Does IndiaAI subsidy make on-prem irrational?
Not for data classes that cannot go, not when wait time misses the launch, and not when people and SI dominate the bill. Run the three-year TCO piece with a live rate card.
Can a vendor apply and then resell hours to a department?
Do not assume it. Read the current terms. Many public programmes care who the end user is. Counsel and the portal FAQ beat a handshake.
Is this programme the same as a GeM cloud bid?
Do not assume it. Different doors. You may need both, or one, or neither. Map the procurement path separately from the subsidy path.
